A platform for common knowledge and open source innovations

With different people I have discussed a platform, where ideas and needs of users but also existing open source solutions would be collected and documented.
Following up on this idea I invite you to join a discussion on the following issues (based on a list of Martin Wehning, which he sent me by email):
- Target audience:
- Small Business, manufactories, craftspeople?
- Users aiming to produce for own needs?
- First, second, third "world"?
- Referring to that: what language(s)?
- Place:
- Integrated in something existing? Does already exist anything like this?
- Independently? Own domain/URL?
- Name?
- Contents:
- Inventory of existing open source solutions? Form?
- Only new and own contents?
- Collection of ideas and needs?
- Possibility of networking and communication?
- Die Form dieser Plattform:
- Forum?
- Wiki?
- CMS?
Or let’s do it the other way round: What are conceivable user stories? For example:
- A user has a specific need and looks for a solution: "I require a circulating pump for my garden pond. It has to be operated with renewable energy, basic, built with standard components and fixable. I‘ll check on the platform .."
- A DIYer has built a brilliant oil press and documented the process. Wanting to publish it he goes on the platform ..
- A small company wants to build a product and looks for experts or communities with appropriate knowledge and experience that is needed for the development of this product..
If we can get some clarity on the requirements for such a platform, then I would like to contact some people and communities that could also be interested.
